Our Unification Congress undoubtedly rejected decisively any "expropriation"{156}, so that in this regard the references of the Polish Socialist Party to the RSDLP are absolutely without foundation. It is also undoubted that the PPS, in organizing the "action" of August 2 (15), gave no consideration either to its expediency, or to the mood of the broad masses, or to the conditions of the workers' movement. The necessity of taking into account all these circumstances is evident, and in the draft Bolshevik resolution on partisan actions it is underscored in a special paragraph. But what is deserving of condemnation, in our opinion, is the PPS's distortion of the tactics of partisan actions, and not this "tactic" itself in general. Such a partisan action as the destruction by Petersburg workers in the past year of the Black Hundred "Tver"{157}, our comrades from Polish social-democracy would surely have approved.
