[July 29, 1906, St. Petersburg]

The Executive Commission of the St. Petersburg Committee of the R.S.D.L.P., in view of urgent reports received from...* concerning the extreme aggravation of the situation in that city and the possibility of an immediate explosion, resolves:

1) to send immediately to...* a delegation consisting of NNNN;
2) to instruct this delegation to take all measures for a thorough clarification of the state of affairs on the spot;
3) to instruct it to influence the local party members, revolutionaries, and the population in the sense of securing a postponement of the action, if this is possible without extreme sacrifices on the part of the population in terms of the arrest by the government of persons already marked out;
4) to instruct the same delegation, in the event of the complete impossibility of stopping the explosion, to take the most active part in directing the movement, i.e., to help the masses who have risen to the struggle to organize themselves independently, to disarm and destroy the reaction, to undertake, after due preparation, decisive offensive actions, and [to raise] to come forward with correct and genuinely revolutionary slogans capable of inspiring the entire people.
