The newspaper *Mysl* is publishing an interesting “proscription list” of the Yaroslavl administration. Dozens of persons (56 in the city of Yaroslavl and 17 in the city of Rybinsk) are marked in it as “untrustworthy”, and in a secret report the Police Department is requested to issue “appropriate orders”. *Mysl* says on this matter:

“Let all judge. He who has ears, let him hear. He who has reason, let him understand. The Police Department is now plotting a grandiose operation of a simultaneous ‘liquidation’, radical and ‘final’, throughout the entire face of the Russian land, of a whole series of organizations by means of a mass, unprecedented in scale, ‘seizure’ of people suspected of involvement in the parties of the S.R.s, S.D.s, the Peasant and Railway Unions. For this purpose the Department has requested from the localities complete lists of suspects. These ‘proscription lists’, concentrated in one place, already contain at present about ten thousand names of people over whom the sword of Damocles of arrest hangs.”

So, the government is preparing a new conspiracy. Military preparations against the people, “measures” to dissolve the Duma, lists of tens of thousands for arrest! As in October–December, the government is “pointing” over the revolution, taking advantage of comparative freedom to lure out and beat down more thousands of fighters for freedom.
