1. Speech against Martov’s Proposal to Drop the P.C. Report

Comrade Martov is wrong; he says that remarks like “he gets up again” are impermissible—that is incorrect. At meetings everywhere, all kinds of remarks are allowed. As for the report, it is necessary to hear it. The report will take only some 15–20 minutes, and otherwise it may be said that at the conference, besides moral irregularities, there were also juridical ones (besides moral, there were also juridical omissions). The report must be heard without fail. If you find it necessary to approve it—approve it; if you do not find it necessary, then do not approve it.

2. Proposal on the P.C. Report

I wish to introduce a proposal. The question raised by Comrade Akim, concerning the endorsement of the report, can be taken off the agenda; I propose the following resolution: “The meeting, having heard the report of the Petersburg Committee, recognized the representation of the conference as lawful, the conference as established, and its decisions as binding on the Petersburg Social-Democratic organization.”

3. Speech in Defence of the Proposal

I agree that we should vote in order of meaning, but I consider my proposal the most radical, while the others are conciliatory. If you reject the radical one, then you will proceed to vote on the conciliatory ones.
