is no longer a representative of the Russian Social-Democratic Labour Party in the International Socialist Bureau.

In No. 101 of *Iskra*, citizen Plekhanov published the following letter, which we translate verbatim and which, it would seem, he should have also brought to the attention of the Bureau:

"Comrades, the decisions of the conference (of the breakaway part of the party. V. U. 44), which have dealt a mortal blow to the central institutions of our party, compel me to relinquish my position as editor of the Central Organ and as the fifth (elected by the second, legitimate congress) member of the Council. G. Plekhanov

P. S. I take this opportunity to ask publicly that part of the party which recognizes the decisions of the 'third' congress whether it wishes me to continue to represent this party—alas, now torn asunder—in the International Socialist Bureau. I can remain a representative of the RSDLP only if both factions wish it.

Montreux, 29 May 1905"

In response to this statement by citizen Plekhanov, the editorial board of *Proletarii*, the Central Organ of the party, published the following note in No. 5 of 13 June of this year:

"Regarding comrade Plekhanov's P. S., we can declare that the question of the party's representation in the International Bureau has been put by comrade Plekhanov for resolution by the Central Committee of the party."

The question has not yet been resolved, and consequently citizen Plekhanov cannot at present sign any document emanating from the International Bureau in his capacity as party representative 45.

In view of this, we direct your attention, dear comrades, to the fact that it is very inconvenient for us to communicate with the Bureau through the intermediary of a comrade who himself has publicly declared that he cannot represent the party until it gives him explicit authority to do so. We again repeat our request to the International Secretariat to send—until such time as the question of representation in the International Socialist Bureau is resolved—all matters concerning us (letters, manifestoes, documents, funds, etc.) to the address of the Central Committee of the party (V. Oulianoff, Rue de la Colline, 3. Geneva).

Accept, dear comrades, the assurance of our fraternal feelings.
