The Zemstvo Congress.
...^The question initially raised about the autonomy of Poland was removed
from the agenda. The Russian liberal bourgeoisie apparently does not want to lag behind the liberals
of Western Europe in the matter of betraying Polish freedom.
Initially, the zemstvo congress discussed an appeal to the people. According to the latest news
(telegram from the SPeterburg Telegraph Agency of September 14 (27)), the proposal
to issue such an appeal was rejected. The proposal to include
women's suffrage in the program also failed.]
[instead] Moderating their former inappropriate "revolutionary"
ardor, the zemstvo members focused on "positive" work regarding
the Duma. They were developing a detailed political program
(we do not yet have the FULL text of it); [and the Russian public is unlikely to ever
know it from the zemstvo members;] THEY tried to conceal their retreat from
democracy by repeating the basic points of moderate constitutionalism ...
To begin throwing out one after another the fighting demands of
democracy, everything that ensures the rights of the revolutionary
people; WHAT develops AND expands the struggle For Freedom [not to appeal
to the people, not to discuss the autonomy of Poland] (not to SPEAK
IN the RESOLUTION about the struggle besides the Duma, etc. ...
