"Here is today's proclamation in the organ of the central strike committee.

"The manifesto issued yesterday fully proves the impotence of the autocracy and the government in the struggle against the insurgent people. Sensing the approach of the end, the autocracy again retreats before the mighty onslaught of the broadly spread revolutionary movement, which is assuming ever sharper forms. The autocracy retreats before the organised mass political strike and armed struggle. The autocracy hopes by its favourite method to introduce division into the ranks of the struggling nation. The Manifesto of 17 October proclaims neither a political amnesty nor the cessation of martial law. The rights won by the people at the cost of countless sacrifices can be safeguarded only by the people themselves. The sole means of introducing real tranquillity into the country and among the people is the immediate convocation of a Constituent Assembly on the basis of universal, equal, direct and secret suffrage of all adult citizens without distinction of sex, religion or nationality, and the implementation of all guarantees of civil liberty. The political strike continues."
