It quotes Bebel’s speech to the effect that old Russia is impossible, that the Russian state... ‘will be compelled to pass to new political forms which, to a greater or lesser degree, recognise the collaboration of the people.’ Russkiye Vedomosti adds: ‘I do not consider Bebel an authority on Russian affairs, but I must note that in this part of his speech he compares favourably with Kautsky and certain other doctrinaires who recommend to us *Revolution in Permanenz*.’

Novoye Vremya remarks: sic! “Thus our radicals—the ‘abstentionists’—will have to exclude Bebel from the number of their allies.”
