Correspondence from Berlin, 24 August. A new book (published 24 August) by Rudolf Martin: "The Future of Russia & Japan. Shall Germany pay the bill?"

The author is a high-ranking official. He writes in a businesslike manner, so to speak, without passion, and proves the inevitability of Russia's financial collapse both in the event of war and in the event of peace. Revolution, he says, is inevitable in Russia: "the parallel which is drawn by the author between France under Louis XVI & modern Russia is productive of a variety of striking analogies, while special interest attaches at this juncture to the part which has been played in history by the Parliament in seducing the army from its allegiance."

The author advises Germany, while there is still time, to save its money (3 billion marks of its money in Russia) and try to sell it off to America.
