TO THE ARTICLE "IN THE TAIL OF THE MONARCHIST BOURGEOISIE" in the coming decade will be no less than 300 million rubles
per year. Russia's national debt, which now, according to the author's calculations, amounts to 8 billion rubles, should increase in
five years to 12 billion. There is nothing to cover interest on loans,
because no one will now give money to Russia. The parallel between Russia
in 1905 and France under Louis XVI is striking. Rudolf Martin strongly advises Germany to get rid of
Russian loans as soon as possible (preferably to America), in which up to one and a half billion rubles of German money have been invested.
The European bourgeoisie is in a hurry to get out, foreseeing the inevitability of the Russian collapse.

in No. 45 of "Proletary" on September 5 (August 23), 1905 (see
Collected Works, vol. VIII, pp. 466-475). In Lenin Miscellany V (pp. 343 - 359), 8 documents are published, representing successive stages
of Lenin's work on the article.
The document printed below is an addition to these documents, representing a plan for developing one of the essential points of the article. In addition to the indicated article (see especially Collected Works, VIII, p. 469), Lenin also used the material of this document in the article "Meeting of Friends" (Collected Works, vol. VIII, p. 244).

"The argumentation of the opposing side, of course, is based on a completely different psychology than this psychology of zemstvo and city constitutionalists. This is the argumentation of active revolutionary groups, strongly reminiscent of the views of the old Narodnaya Volya.
... But the most important question remains open: in whose favor will the failure of the constitutional movement be accounted for - in favor of the social revolution or in favor of ... autocracy."

St. Petersburg. 17. IX. The Zemstvo Congress has been authorised to meet in Moscow on the 25-th inst. in order to discuss the electoral programme, provided it keeps strictly to that subject.

M. Golovin to-day visited the Governor General with reference to the forthcoming Zemstvo Congress. His Excellency stated that the Congress would be permitted to assemble, but that the programme must be confined to three points, — first, the participation of the Zemstwos & towns in the elections of the State Duma; secondly, the organisation of the electoral campaign; &, thirdly, the participation of the Zemstwos & towns in the work of assisting in relief work in famine-stricken districts.

G. V. Plekhanov, in No. 2 of the "Diary of a Social Democrat," published in August 1905, placed a large polemical article "Selected Passages from Correspondence with Friends," directed against Lenin. Lenin was going to answer Plekhanov with an article or, perhaps, a brochure. Apparently, the rapid development of events in Russia in September-October 1905 distracted Lenin, and the intention remained unfulfilled. But two plans for the corresponding article (or brochure) remained in Lenin's Geneva archive. They were published in Lenin Miscellany V (pp. 360 - 374). The two "Prefaces" printed below belong to the same group of documents. Most of the issues touched upon here are also included in the documents of Lenin Miscellany V. The editors provide special notes only for those points of the documents "a" and "b" printed below that are not covered by the commentary of Lenin Miscellany V.

Part of the notebook was published in Leninsky Sbornik V; thus, on the fourth and fifth sheets of the notebook are recorded: "Draft of an Agrarian Program" and "Socialism and the Peasantry" (see Leninsky Sbornik V, pp. 390— 394); on the sixth—"Zemstvo Congress" (pp. 318—380); on the fifteenth—"The Dormant Bourgeoisie and the Awakened Bourgeoisie" (pp. 410—411; Works, vol. VIII, p. 283): on the last seven pages, numbered by Lenin a l – a l, the article "No Falsehood! Our Strength Lies in Stating the Truth! (Letter to the Editor)" is recorded (Leninsky Sbornik V, pp. 381—385; Works, vol. VIII, pp. 241—244).
