* EDITORIAL NOTE TO THE ARTICLE "FINANCES OF RUSSIA AND THE REVOLUTION"/*
From the editor. A remarkable confirmation of the author's
conclusions is provided by the recently published book in Berlin by Rudolf Martin entitled: "The Future of Russia and Japan." We have not yet had the opportunity to familiarize ourselves with this book and will note, based on information from foreign newspapers, only its main conclusions. The author takes a purely businesslike point of view, free from any political enthusiasm. As a statistician by profession, he carefully examines the financial situation of Russia and concludes that bankruptcy is inevitable, both in the case of the continuation of the war and in the event of peace. Russian agriculture is in complete decline, and to restore it requires a capital of 50 billion rubles. The budget deficit in the coming decade will be no less than 300 million rubles per year. The state debt of Russia, which, according to the author's calculations, now amounts to 8 billion rubles, will increase to 12 billion in five years. There is nothing to cover the interest on loans, as no one will give money to Russia now. The parallel between Russia in 1905 and France during the time of Louis XVI is striking. Rudolf Martin strongly advises Germany to get rid of (if possible, to America) Russian loans, into which up to 1.5 billion rubles of German money have been invested. The European bourgeoisie is hastening to extricate itself, foreseeing the inevitability of Russia's collapse.

The article "In the Tail of the Monarchical Bourgeoisie or at the Head of the Revolutionary Proletariat and Peasantry" was published in No. 45 of "Proletary" on September 5 (August 23), 1905 (see Collected Works, Vol. VIII, pp. 466-475). In Lenin's Collected Works, Vol. V (pp. 343-359), 8 documents are published, representing successive stages of Lenin's work on the article. The document printed below is an addition to these documents, presenting a plan for developing one of the essential points of the article. Besides the mentioned article (see especially Collected Works, Vol. VIII, p. 469), Lenin used the material of this document in the article "Meeting of Friends" (Collected Works, Vol. VIII, p. 244).
