I would have no objection to the proposal put forward by Comrades Mikhailov, Voynov, and Zimin{45}. However, the congress risks becoming overly absorbed in debates over the agenda. At German Social Democratic congresses, the agenda typically encompasses 5–6 items; at our Second Congress, the number of items reached as many as 25. Our debates are already threatening to escalate. I propose adopting the most detailed agenda as a basis.
