The Congress instructs the commission on the publication of the Congress protocols{93}: 1) to determine finally what may not, on grounds of conspiracy, under any circumstances be published, 2) to determine by what method and within what limits the members of the Party should be acquainted with the unpublished portion of the protocols of the Third Congress, 3) to make the necessary cuts for publication, which should relate exclusively to discussions concerning the order of proceedings or to rejected minor amendments to the Resolutions.
