But, after all, the general decisions of the Central Committee are binding for the local committees. It is unreasonable to take into account that particular case when the Menshevik Central Committee made a mess of something. We must give the initiative to the local committees as well. We must authorize the local committees also to coordinate locally the activities with social-democratic organizations. If the Central Committee will not be in such a condition that it cannot be found, it will, of course, always be consulted.
