**Considering:**

1) that for a genuinely mass, free, and open struggle of the proletariat against the bourgeoisie, the broadest possible political freedom is necessary, and consequently, the most complete realization of a republican order;

2) that an increasingly significant number of representatives of various bourgeois and petty-bourgeois strata of the population, the peasantry, etc., are now coming forward with revolutionary-democratic slogans, which naturally and inevitably flow from the basic needs of the masses of the people, the satisfaction of which—impossible under autocracy—is absolutely necessary by virtue of the requirements of the objective development of all social-economic life in Russia;

3) that international revolutionary social-democracy has always recognized the necessity of the most energetic support by the proletariat of the revolutionary bourgeoisie in its struggle against all reactionary classes and institutions, on the condition of the complete independence of the proletarian party and a strictly critical attitude toward its temporary allies;

4) that the overthrow of the autocratic government in Russia is impossible without its replacement by a temporary revolutionary government, and only such a replacement is capable of ensuring genuine freedom and the proper expression of the will of the entire people in the establishment of a new political order in Russia, ensuring the realization of our immediate, direct program of political and economic transformations;

5) that without the replacement of the autocratic government by a temporary revolutionary government, relying upon all revolutionary-democratic classes and elements of classes in Russia, it is impossible to achieve the conquest of a republic and to win over to the side of the revolution the backward and undeveloped strata of the proletariat and especially the peasantry—strata whose interests are absolutely opposed to the autocratic-serf order and which to a considerable degree, only as a result of the oppression of a deadening political atmosphere, cling to autocracy or stand aside from the struggle against it;

6) that given the presence in Russia of a social-democratic workers' party, which, although only at the beginning of its development, is already organized and capable, especially with political freedom, of controlling and directing the conduct of its delegates in a temporary revolutionary government, the danger of these delegates deviating from the correct class path is not insurmountable—

**The Third Congress of the RSDLP recognizes as possible the participation of authorized representatives of the party in a temporary revolutionary government for the purpose of waging a merciless struggle together with revolutionary bourgeois democracy against all counterrevolutionary attempts and for the purpose of defending the independent class interests of the proletariat, with the condition that such participation is subject to strict party control over its authorized representatives and the unwavering protection of the independence of the social-democratic workers' party, which strives for a complete socialist revolution and in this respect is hostile to all bourgeois-democratic parties and classes.**
