**Considering:**

1) that the proletariat, by virtue of its position as the most advanced and the only consistently revolutionary class, is thereby called upon to play a leading role in the general-democratic revolutionary movement in Russia;

2) that this movement has at the present moment already led to the necessity of armed insurrection;

3) that the proletariat will inevitably take the most energetic part in this insurrection, which will determine the fate of revolution in Russia;

4) that the proletariat can play a leading role in this revolution only if it is united as a single and independent political force under the banner of the Social-Democratic workers' party, which directs its struggle not only ideologically but also practically;

5) that only the fulfillment of such a role can secure for the proletariat the most favorable conditions for the struggle for socialism against the propertied classes of bourgeois-democratic Russia; —

**The Third Congress of the RSDLP recognizes that the task of organizing the proletariat for direct struggle against autocracy by means of armed insurrection is one of the most principal and urgent tasks of the party in the present revolutionary moment.**

**Therefore the Congress instructs all party organizations:**

a) to clarify to the proletariat through propaganda and agitation not only the political significance but also the practical-organizational aspects of the forthcoming armed insurrection,

b) to clarify in the course of this propaganda and agitation the role of mass political strikes, which may have important significance at the beginning and in the very course of the insurrection,

c) to undertake the most energetic measures for the arming of the proletariat, as well as for the elaboration of a plan for armed insurrection and its direct leadership, creating for this purpose, as needed, special groups from among party workers.
