I propose the following resolution: "The Congress elects: 1) a commission to review delegate reports and prepare them for presentation to the Congress; 2) a commission to appoint rapporteurs and prepare draft resolutions on the most important items on the agenda."

The speeches of the delegates have convinced me that only by this method can we work productively. If we adopt a system of general discussion followed by commission deliberation, it will lead to the same situation as at the II Congress. We must be concerned with publishing the Congress proceedings as completely as possible in order to keep the party better informed. Given the atmosphere of suspicion surrounding our Congress, it is especially necessary to conduct the debates as openly as possible and to record them in the minutes.
