It is dangerous to replace congress sessions with commissions. Many interesting questions are discussed in commissions, which are then lost and do not make it into the minutes. There is little time for serious commission work, and expanding it at the expense of congress work is undesirable. It would be useful to select a commission for resolutions right now, in order to at least somewhat direct the course of work. A commission for reviewing reports is also necessary.
