that they did not appoint Orlovskii, but we shall discuss this when we meet) and about a meeting in Odessa (Berlin). A meeting must be arranged as soon as possible. Instead of Odessa I can propose Warsaw (Königsberg)102 — all conditions are the same, but closer and more unexpected for the police. In this latter place everything could be completed for you in four days under the best conditions (a legal passport), which I advise you to begin energetically attending to right now. Under worse conditions the timeframe would still be quite short, and, if possible, it would be good to increase the number of participants. If you choose an unusual city (Königsberg — 22 hours from Petersburg), then the meeting can be arranged in a café, hotel, or tavern agreed upon in advance according to the guidebook.

Today I am also writing to the M. bureau about the conference and its timeframe*; upon receiving a reply I shall forward it to you at once. I very much urge you to hurry with the meeting regardless even of the conference with the M. bureau**.

Were minutes kept of the inter-party conference? If yes, send them to us without fail.
