Dear friends! I just received your letter about my appointment to the International Bureau (it's a pity that Orlovsky [V. V. Vorovsky] wasn't appointed, but we'll talk about that when we meet) and about a meeting in [Moscow] Odessa (Berlin). [The] Meeting needs to be arranged as soon as possible. Instead of Odessa, I can offer Warsaw (Konigsberg) *) — all the same conditions, but closer and more unexpected for the police. In this last place, everything could be finished for you in four days under the best conditions (legal passport), which I advise you to start taking energetic care of right now. Under the worst conditions, the term is still very short, and, if possible, it would be good to increase the number of participants. If you choose an unusual city (Konigsberg - 22 hours from Petersburg), then the meeting can be arranged in a pre-arranged [according to the guide], café or hotel or beer hall.
Today I am writing to the International Bureau a question about the conference and its timing; upon receipt of the answer, I will forward it to you immediately. I urge you to hurry with the meeting regardless even of the conference with the International Bureau.
Were minutes kept of the inter-party conference?2) If so, be sure to send them to us.
*) For the purposes of conspiracy, Berlin was supposed to be called Odessa in correspondence, and Konigsberg Warsaw.
