The idea for a collection on the topic of the provisional revolutionary government arose under the following circumstances.
At the congress of the literary-propaganda group, formed under the Central Committee, programs of study were developed for circles of higher and lower type. Lectures 46 and 44 of the first of these programs included the question of the provisional revolutionary government.
At the same congress, it was decided to ask Vladimir Ilyich to prepare a brochure “On the Provisional Revolutionary Government.” The document we are publishing represents a plan for a brochure-collection on the indicated topic. (See “Tasks of Propaganda”, *Proletary* No. 16, of 44 (4) September 4905).

The numbers placed against each heading indicate the number of articles for a given subheading.

8) "Revolution Teaches." - *Proletary* No. 9, of July 28 (15). (Coll. Works, Vol. VIII, pp. 13-20.)
9) "Objections of Plekhanov" - refers to Plekhanov's article "Selected Passages from Correspondence with Friends". (*Diary of a Social Democrat* No. % August 1905. Vladimir Ilyich was apparently going to include in the collection also the analysis of Plekhanov's position, the plan of which is printed above under the title "Plekhanov and the New *Iskra*.")
10) "The Theory of Spontaneous Emergence," - *Proletary* No. 16. 14 (1) September 1905. (Coll. Works, Vol. VIII, pp. 194-198.)
11) The calculations on the margins of the right side of the document apparently mean the calculation of the approximate number of articles, printed sheets, pages, letters that this material should consist of.
