**CONFIRMATION OF THE CHARTER OF THE RSDLP FOREIGN ORGANIZATION**

The present charter is hereby confirmed.

**APPENDIX**

**CHARTER OF THE FOREIGN ORGANIZATION OF THE R.S.-D.R.P.**

**1)** The Foreign Organization of the R.S.-D.R. Party constitutes a union of local groups of the Party.

A member of the F.O. may be anyone who shares the programmatic, tactical, and organizational principles adopted at the Party congresses. All members of the F.O. are equal in rights.

**2)** For the acceptance of new members into the organization, a two-thirds majority of votes of the present membership of any local group of the Party is required.

[Members of any Party organization are accepted without balloting upon the absence of two reasoned protests from members of the local group.]

**Note:** Each group may expel its members by a two-thirds majority of votes. The expelled, as well as those not accepted, have the right of appeal.

**SUPPLEMENTS TO THE CHARTER OF THE FOREIGN ORGANIZATION**

**3)** The F.O. of the Party, as a union of groups, has all the rights of the Russian committees of the Party, with the sole restriction that it renders support to the Russian movement only through the intermediary of persons or groups specially appointed by the Central Committee.

**4)** The Congress of the F.O. — the congress of local groups of the Party — is the highest authority on questions of the internal life of the organization.

The Congress is valid if delegates are present from half of the local groups of the Party having the right to vote in it. The Congress is convened not less than once a year.

An extraordinary congress is convened at the demand of half of the local groups.

**5)** Delegates to the Congress of the F.O. are elected by each local group. Each group has two votes.

**Note:** Groups having the right of decisive vote at the congress must be confirmed by the Committee of the F.O. not less than three months before the congress.

**6)** The Committee of the F.O. is elected annually by the congress of groups [which also determines the number of its members]. In case of departure of its members, the Committee of the F.O. proposes candidates for its composition to a vote by polling the groups.

**7)** The Committee of the F.O. unites the work of the local groups of the Party and directs it. It confirms and establishes new groups and distributes forces in the F.O.

[The Committee of the F.O. has the right to declare local groups as having withdrawn from the F.O.]

**Note:** On all all-Party questions, the decisive vote belongs to the F.O. as a whole.

**8)** The Committee of the F.O. convenes the congress of local groups of the Party. Failing to convene the congress within the prescribed time, it is deprived of its authority.

**Note:** The Committee of the F.O. does not have a decisive vote at the congress of groups.

**9)** The Committee of the F.O. gives annually to the congress of groups a detailed report on its activities. During the year it publishes, as far as possible monthly, a bulletin for acquainting groups with the state of affairs in the F.O., as well as for guiding the activity of the latter.

**10)** Local groups of the Party are obliged to have a secretary-correspondent for communication with the Committee of the F.O.; they are also obliged to notify the Committee of the F.O. about their personnel composition and any changes in it.

**11)** In the organization and conduct of local work groups are autonomous.

**12)** Local groups of the Party transfer all their monetary resources, minus expenses for local needs, to the Committee of the F.O.; their expenditures are subject to the control of the Committee of the F.O. The latter transfers all sums received in its treasury, minus its own expenditures, to the Central Committee of the Party. Expenditures of the Committee of the F.O. are subject to the control of the Central Committee. From the total sum of net income of the F.O. as a whole, the Committee of the F.O. transfers to the Central Committee, according to the Party charter, 90%.
