After his return from the congress in London, Vladimir Ilyich delivered two reports on the Third Congress in Geneva in the second half of May: one, a closed report for the Bolshevik group, bore the character of an instructional report; the other was open, and Mensheviks were also present. Document "a" is the plan for these reports. The plan was probably sketched out while still in London after the congress, or en route from London to Geneva.
Document "b" pertains to the second, open report and constitutes a record of individual expressions and remarks by Martov, who appeared as an opponent. Lenin places Martov's authentic expressions in quotation marks. The notes utilise the recollections of Comrade Kramolnikov, a delegate to the Third Congress, who was present at Lenin's report and at Martov's speech.
