The Congress resolves to consider as decisive from this moment only finally approved decisive votes1.
1 Instead of this resolution, Lenin introduced and adopted the following resolution on April 27 (14), 1905, at the fifth session of the Third Congress: "From this moment, the Congress conducts all voting in accordance with § 7 of the regulations, separating decisive votes from consultative votes" (see Protocols, 112. P. 7 of the regulations, see ibid., p. 22).

1 The note was made on the record of G. Kramolnikov's speech on the question of armed uprising (see Protocols, pp. 143-144). There were no stenographers at the Third Congress. Secretarial records of the regular meeting were kept in turn by two delegates, and the speaking delegate was obliged to submit a summary of their speech to the presidium no later than two hours after the speech.
The secretaries then formalized the minutes of the meeting, after which the minutes were regularly read out at the plenum and approved by it. In addition to Lenin's signature, the document also bears the signatures of Krasin, Bogdanov, and Kramolnikov (see Protocols, pp. 143-144).

Point b) of the resolution reads: "In the event of a victorious uprising of the people and the complete overthrow of the autocracy, the participation of authorized representatives of our party in the provisional revolutionary government is permissible for the purpose of a ruthless struggle against all counter-revolutionary attempts and the defense of the independent interests of the working class."
