DRAFT RESOLUTION ON ARMED INSURRECTION

In Lenin Miscellany V on p. 494, among the resolutions planned for the Congress, there figured alongside the "open" resolution on insurrection yet another "secret" one, i.e., one not subject to publication. Further, on p. 497 the content of this resolution is partly revealed: "the necessity of creating organizations and organizations of a combat character." The draft resolution printed below was intended to address this "secret" resolution. At the Congress, no special "secret" resolution was proposed, since in the adopted resolution the basic points of both resolutions were partially encompassed.

The Congress establishes, on the basis of the experience of practitioners and the sentiment of the working masses, that the preparation of insurrection should be understood not merely as the procurement of weapons and the creation of groups, etc., but likewise as the accumulation of experience through practical attempts at separate armed actions, for example, [armed] armed resistance by special detachments [attacking the police and troops of the proletariat against police and troops in the event of various public assemblies or attacks by armed] detachments on prisons, government] institutions, etc. While completely entrusting to local party centers and the Central Committee the determination of the boundaries of such actions and the most convenient pretexts for them, completely relying on the tact of comrades capable of preventing [useless squandering! useless waste of forces in separate and petty terrorist) acts, the Congress directs the attention of all party organizations to the necessity of taking into account the above-cited indications of experience.

Most likely the sketch printed below of an addition to the resolution on the participation of social democrats in the provisional government was made at the 42nd session of the Congress on May 2 (April 19), during the speech of Krasin. Lenin in his speech specially noted this part of Krasin's statement: "The importance of the goal of struggle was indicated by comrade Ziminy [Krasin. Ed.] correctly" (Works vol. VII, p. 275).
