We think that only when factional struggle and all considerations of legality are cast aside can we hope that a congress will be convened which will lay the foundation of a united Party. Only such a united Party, rallying all Social-Democratic proletarian elements and uniting with all national Social-Democratic organisations, such as the Bund, the Latvian S.D.L.P., and the Polish S.D.P., will be able to work for the common good of the All-Russian proletariat. Only such a Party can place itself at the head of the struggle against absolutism and ensure that its liquidation is accomplished under conditions most favourable for the class struggle of the proletariat.
