DECISION OF THE MANDATE COMMISSION ON INVITING V. V. ADORATSKY TO THE CONGRESS WITH A CONSULTATIVE VOICE.

Kazan.

On the basis of 1) a statement by the O. C. that there is no information from the Kazan Committee regarding the election and dispatch of a delegate, 2) a statement by Comrade Lenin that abroad there is a recently arrived member of the Kazan Committee, Comrade Z, who will soon return to Kazan. The Mandate Commission unanimously proposes to invite Comrade Z, a member of the Kazan Committee, to the congress with a consultative voice, not as a delegate, but as a member of a Committee not represented at the congress, which has declared itself in favour of the congress.*
