It is impossible to obtain a mandate from the O.C. for your greeting to their congress.¹ I initially thought that our congress would open before 22.4 and that it would be possible to obtain a mandate for you from the congress itself, but this did not succeed; our congress is being delayed.² Refer to the editorial board of *Vperyod* and convey a greeting to the congress in its name, and through it — in the name of the R.S.D.L.P.; that will be the best course.

The note on Martov's lies will be published.³ Write from the congress.

P.S. Kautsky, in No. 29 of *Neue Zeit*, has again told some lies about *Vperyod* and *Iskra*!⁴ It would be good if you could "correct" him in your speech at the congress.

³ This refers to Martov's article "A Party Congress or a Congress of Circles?" in No. 94 of *Iskra* of 7 April (25 March) 1905. In this article, Martov held up the behaviour of the Guesdists as an example to the "Leninists," while reporting false information that the Guesdists had supposedly turned to the mediation of Bebel and German Social Democracy. Leitaizen replied to Martov's article in the note "A Small Correction" in No. 15 of *Vperyod* of 20 (7) April.
⁴ Kautsky's article in No. 29 of *Neue Zeit* — "Die Differenzen unter den russischen Sozialisten" — was published in Russian translation in No. 97 of *Iskra* under the title "The Differences Among the Russian Socialists." This article states, among other things: "...There are no revisionists at all in the Russian party... He [Lenin. Ed.] defends strict centralism and the dictatorial rights of the Central Committee, whereas Axelrod and his friends want to grant more scope for the activity of the local committees."
