ON THE QUESTION OF A TEMPORARY REVOLUTIONARY GOVERNMENT.

The report was delivered by V. I. Denin at the eleventh session of the Congress of May 1905. The documents printed below represent the gradual development of the resolution proposed to the congress and materials for the report.

* DRAFT RESOLUTION ON THE PARTICIPATION OF SOCIAL DEMOCRACY IN A TEMPORARY REVOLUTIONARY GOVERNMENT.

Regarding the temporary revolutionary government.

1) The need for a joint onslaught to win a republic and great freedoms.
2) The need to fight for full democracy for the freedom to fight for socialism.
3) The need to fight against attempts to restore the old regime.

and consequently, the greatest possible implementation of the republican system,
2) that an ever-increasing number of representatives of various bourgeois and petty-bourgeois strata of the population, as well as *) the peasantry, are currently coming forward with energetic revolutionary-democratic slogans, naturally and inevitably stemming from the fundamental needs of the mass of the people, the satisfaction of which is impossible under the autocracy, but absolutely necessary due to the requirements of the objective development of all socio-economic life of Russia and the whole world,
3) that international revolutionary social democracy has always recognized the necessity of the most energetic support by the proletariat for the revolutionary bourgeoisie in its struggle against all reactionary classes and institutions, on the condition of the complete independence of the party of the proletariat [and that] and a strictly critical attitude towards its temporary allies,
4) that the overthrow of the autocratic government in Russia is impossible without replacing it with a temporary revolutionary government, which alone is able to ensure truly full freedom and correctness of expression of the will of the entire people in the establishment of a new political system in Russia, which alone can ensure the greatest degree of freedom for the entire struggle of the proletariat, which alone can, relying on the proletariat and the most enlightened part of the peasantry and petty bourgeoisie, implement our immediate program of political and economic transformations,
— 5) that without replacing the autocracy with a temporary revolutionary government, relying on all the revolutionary classes and elements of classes in Russia, the conquest of a republic and the attraction to the side of the revolution of backward and undeveloped elements of the proletariat and especially the peasantry is impossible and unthinkable — elements whose interests undoubtedly contradict the old order and which to a significant

extent only due to the oppression of prejudices, due to artificial obstacles to their enlightenment, adhere to the autocracy or stand aside from the struggle against it.
— 6) that in the presence in Russia of a social-democratic workers' party, although only at the beginning of its development, but already organized, capable of controlling the actions of its delegates both in parliament and in the government, the danger of their deviating from the correct class path is completely eliminated.

[The III Congress draws the attention of all organizations of the Party to the necessity of the most energetic utilization of all vacillations, half-measures and false concessions of the government on the eve of the coup and at the very moment of it - for the purpose of propaganda and agitation in the broadest masses of the proletariat and the people in general, of the necessity of establishing a democratic republic with full guarantees of the widest political freedom, as well as for the purpose of [strengthening and developing] expanding and consolidating the independent [class] organization [of the revolutionary social-democratic] proletariat of the working class.] The Congress recognizes the possibility of participation [of delegates] of members of the Social Democratic Party in the temporary revolutionary government [in the event] for the purpose of a relentless struggle together with the revolutionary bourgeois democracy against all counter-revolutionary attempts on the condition of [strict] broad and open control of the party over its [delegates] members and leaders and the unwavering preservation [of its independence from all other parties and striving for a complete socialist] of the class party of the revolutionary proletariat's independence of the Social-Democratic workers' party, striving for a [complete] socialist revolution and in this respect hostile to all bourgeois-democratic parties.

5) The importance of a temporary revolutionary government to attract the mass of the people to the side of the revolution.
