The report was made by V. I. Lenin at the eleventh session of the Congress in May 1905. The documents printed below represent the gradual elaboration of the resolution proposed to the Congress and materials for the report.

* DRAFT RESOLUTION ON THE PARTICIPATION OF SOCIAL-DEMOCRACY IN THE PROVISIONAL REVOLUTIONARY GOVERNMENT.

Regarding the prov[isional] rev[olutionary] gov[ernment].
1) Necessity of joint pressure for the conquest of the republic and the greatest freedoms.
2) Necessity of [struggle for] full democracy for the freedom of the struggle for socialism.
3) Necessity of struggle against attempts to restore the old regime.

1) that for a truly broad, mass, free and open struggle (for socialism) of the proletariat with the bourgeoisie, the fullest possible political freedom is necessary,

and consequently the greatest possible realization of the republican system,
2) that an ever more significant number of representatives of various bourgeois and petty-bourgeois strata of the population, as well as also the peasantry, are currently coming forward with energetic revolutionary-democratic slogans, naturally and inevitably arising from the basic needs of the mass of the people, the satisfaction of which is impossible under autocracy, but absolutely necessary by virtue of the demands of the objective development of the entire socio-economic life of Russia and of the whole world,
3) that inter[national] revolutionary soc[ial]dem[ocracy] has always recognized the necessity of the most energetic support by the proletariat
of the revolutionary]
bourgeoisie in its struggle with all reactionary classes and institutions, on condition of the full independence of the party of the proletariat [and that] of a strictly critical attitude towards its temporary allies,
4) that the overthrow of the autocratic government in Russia is impossible without its replacement by a provisional revolutionary] gov[ernment], which alone can ensure a genuinely full freedom and correctness of expression of the will of the entire people in the establishment of a new political order in Russia, which alone can ensure the greatest measure of freedom for the entire struggle of the proletariat, which alone can, relying on the proletariat
and the most enlightened
part of the peasantry and petty bourgeoisie, carry out our immediate direct program of political and economic transformations,
— 5) that without the replacement of autocracy by a prov[isional] rev[olution]ary [gov]ern[ment], relying on all revolutionary classes and elements of classes in Russia, the conquest of the republic and the attraction to the side of the revolution of the backward and undeveloped elements of the proletariat and especially of the peasantry — elements whose interests absolutely contradict the old order and who, to a significant degree, only by virtue of the oppression of prejudices, by virtue of artificial obstacles to their enlightenment, cling to autocracy or stand aside from the struggle with it — is impossible and unthinkable.
— 6) that given the presence in Russia, although still only at the beginning of its development, but already organized Social-Democratic Workers' Party, capable of controlling the actions of its delegates both in parliament and in government, the danger of their deviation from the correct class path is entirely eliminable.
[The Third Congress draws the attention of all party organizations to the necessity of the most energetic utilization of all vacillations, half-measures and false concessions of the government on the eve of the overturn and at the very moment of it for the purposes of propaganda and agitation among the broadest masses of the proletariat and the people in general of the necessity of establishing a democratic republic with full guarantees of the broadest political freedom, and also for the purposes of expanding and strengthening the independent organization of the working class.]
The Congress recognizes the possibility of participation of members of the Social-Democratic party in the provisional revolutionary government for the purpose of merciless struggle together with the revolutionary bourgeois democracy against all counter-revolutionary attempts, on condition of broad and open control of the party over its members and leaders and the steadfast preservation of the independence of the Social-Democratic Workers' Party, striving for the complete socialist transformation and in this respect hostile to all bourgeois-democratic parties.

2) Presence of revolutionary democracy.
3) Obligation to support it.
4) Necessity of a provisional revolutionary government for the overthrow of the autocracy.
5) Importance of the provisional revolutionary government for attracting the mass of the people to the side of the revolution.
6) The danger is eliminable.
