Document “a” constitutes Item 5 of the resolution adopted at the final (April 24, 1905) meeting of the Organizational Committee. (See Zimin’s [Krasin’s] report on the activities of the O.C., Proceedings of the 3rd Congress, p. 45.)
This same item, in its fundamental provisions, was incorporated into Resolution 7 on the Question of the Legitimacy of the Congress, which was submitted by Belsky, Yarkov, and Kuznetsov at the 5th meeting (Proceedings, p. 65)
and subsequently adopted by the Congress (Proceedings, p. 517).
The “Summary of My Speech” reproduced below (Document “<G”) is a draft outline of Lenin’s address at the 3rd session of the Congress—April 26—on the question of the Congress’s legitimacy. (Congress Proceedings, pp. 60–61.) *

* RESOLUTION OF THE ORGANIZATIONAL COMMITTEE ON THE LEGITIMACY OF THE CONGRESS.

With regard to that clause of the agreement between the Central Committee and the Bureau of Committees of the Majority, according to which the Congress is to be opened only when 30 delegates from Russian committees are present, the Organizational Committee resolves:
Both sides that constituted the Organizational Committee perceive the intent of this clause to be that both the Central Committee and the Bureau of Committees of the Majority were obliged to take the most vigorous measures to ensure the full representation of delegates at the Congress—and, moreover, to guarantee before the Party that the representation of the Central Committee and the Bureau of Committees…
