## 1. PRELIMINARY DRAFT AGENDA OF THE CONGRESS

144 The figures refer to the total number of possible votes at the congress. According to the list published in No. 89 of *Iskra* dated February 24, 1905, there were 33 full-fledged committees of the RSDLP. Each of them had 2 votes, totaling 66 votes. In accordance with the organizational charter of the RSDLP adopted at the Party's II Congress, the central institutions (Party Council, Central Organ, and Central Committee) had 9 votes. Thus, the committees and central institutions had 75 votes. On the basis of later data, the total number of votes was determined by the congress to be 71: 62 votes from 31 full-fledged organizations and 9 votes from the Party's central institutions. Hence the figures cited by Lenin: 75 — the anticipated number and 71 — the final number of full-fledged votes.
