At the meeting of the O. C. on April 25, 1905, I forgot to submit a proposal to invite Comrade Arnatsky (his real (NB) surname), a member of the Kazan Committee, to the congress with a consultative vote. I ask the Commission to consider this proposal.

Comrade Arnatsky is abroad, in France, and has expressed to me his consent to come to the congress at his own expense. He is leaving for Russia very soon and could quickly report to his committee about the congress. The Organizing Committee, despite all efforts, could not receive a response from Kazan regarding the Kazan Committee. There is therefore now almost no hope of the Kazan Committee's participation in the congress. Our attempts from abroad to get in touch with Kazan have also failed; there was no reply to our letters. Arnatsky, too, has been unable to establish contact with Kazan from here. Should we not, given the impossibility of having a delegate from the Kazan Committee at the congress, invite Comrade Arnatsky with a consultative vote, as a member of the Committee?
