Dear Friend! As regards timing, I cannot say anything definite for now. I think you will manage to make the trip to Liège if you can return on Sunday, or not take a return ticket and not come back to Paris (it would perhaps be best to take a round-trip ticket for 45 days right now — Paris–Liège, etc.—Paris). It is hardly conceivable before Monday,¹ although, I repeat, I do not know for certain. April 5th (today) is set as the final deadline for departure from Petersburg,² — ergo,³ it is hardly likely before Monday. For now there is no one on the spot yet. On Friday two people are leaving from here, and may be will stop by your city, but under strictest incognito.

Have you seen Plekhanov's Diary?⁴ What a sorrowful tone of resignation! Pity the old man—he is angry for no reason, but he has a good head...

Our line with the delegates should be thoroughly peaceful: we have nothing to lose, we stand to win everything (upon victory), while our opponents have the opposite situation. You will understand this for yourself, however, from the leaflet of the B.C.B. and C.C.,⁵ and also from No. 13 (organizational question).⁶
