working relations with the Central Committee elected at the III Party Congress, the Central Committee, considering it

Dear friends! A series of letters from Russia from all ends, news
from Aleksandrov [D. S. Postolovsky], a conversation with Kleshch [I. I. Bi
bikov] and several other visitors—all strengthens my conviction that there is some internal defect in the work of the C.C.,
a defect in the organization, the structure of the work. The Central Committee does not exist, no one feels it, notices it—such is the general
voice. And the facts confirm this. Political leadership
of the C.C. over the party is not visible. And yet all members of the C.C. are working to exhaustion! What is the matter?
In my opinion, one of the main reasons for this is the absence
of regular leaflets of the C.C. During a revolution, to lead by
oral conversations, personal communication—is an arch-utopia. One must lead
publicly. One must subordinate all other types of work to this type, entirely and unconditionally. The responsible literary agent of the C.C.
must first of all take care to write (or receive from contributors—but the editor himself must always be
ready to write himself) twice a week a leaflet on party
and political topics (liberals, socialist-revolutionaries,
minority, split, zemstvo delegation, trade unions etc. etc.) and reprint it in every possible way, hectographing it immediately
(if there is no printing house) in 50 copies and sending it to committees for reprinting. Articles in Proletary could sometimes
serve, perhaps, for such leaflets—with a certain re- working. I cannot understand why this is not done?? Surely
Schmidt [P. P. Rumyantsev] and Werner [A. A. Bogdanov] have forgotten our
conversations about this? Surely it is possible to write and send at least
one leaflet a week?? The "Notification" about the III Congress still

has not been reprinted in full anywhere in Russia: this is such a disgrace, such a fiasco of all these notorious "techniques" of the C.C. that
I simply do not understand what Winter [L. B. Krasin] was looking at?
What are Sommer [A. I. Lyubimov] and others looking at? Finally, there are also committee printing houses?!?
Apparently, the members of the C.C. completely do not understand the tasks
of "public persuasion." But without this, there is no center, no party!
They work to exhaustion, but they work like moles, at secret meetings,
at gatherings, with agents, etc. and so on. This is a direct theft of strength!
If there are no people, then put third-rate forces on this, tenth-
rate forces on this, but themselves must necessarily carry out political
leadership, issue leaflets first of all. Then already— personal appearances at regional congresses (at the Polesia congress
no one was there. Scandal. They almost fell away!)*), at conferences
and so on. It is necessary to directly publish something like a diary of the C.C.,
bulletins of it, responding to every serious issue with a leaflet
twice a week. And it is not difficult to publish it: hectograph it
in 50 copies and send it out, print it at some committee,
send it here. It is important to speak out and speak out openly,
stop being silent. Otherwise, we here are completely cut off.
May be, should the composition of the C.C. be replenished? Take another
half a dozen agents? For this, I am sure, people would be found.
Practically, I have one thing to propose right now: in view of the almost
complete absence of correspondence between the members of the C.C. (from Werner
[A. A. Bogdanov] and Winter [L. B. Krasin] we have had only
2 letters, from Alexandrov [D. S. Postolovsky]—only news
from the road, "travel impressions," nothing more) it is absolutely necessary
to put into effect our common decision of 11 V 05 about
the congress by 1 IX 05 2). For God's sake, do not postpone this, do not be
stingy with 200–300 rubles of expenses. Without this—a great danger
that we will not succeed in getting things right, as it should be. And now
it is not arranged at all. This is evident from all reports.
Until 1 IX there is still a month and a half. It is possible to manage to get together with
business and arrange the trip on time, having corresponded about who
to go and with Alexandrov [D. S. Postolovsky]. I am waiting for an answer. 1

On the question of the 3rd Congress and the 1st Conference of the Mensheviks, a resolution was adopted, in which it is said that the 3rd Congress cannot be recognized as all-Party, since not all the main currents of the Party were represented at it, that the question of the legal validity of the Congress remains open, that the regional
Congress of the Polesian Committee does not agree with certain points of the Statute of the 3rd Congress, etc.
The Polesian regional congress nevertheless decided to submit to the central
institutions elected at the Earth Congress, but at the same time, it proposed
to its Polesian Committee, in order to unite the entire Party as quickly as possible, to enter into relations with the Organizational Commission,
elected at the Menshevik conference.

Dear friends! Regarding Your! latest letters I must say that I agree with all decisions except two1).
1) I resolutely protest the appointment of Matrena [P. G. Smidovich] *) as an agent and I urgently ask you to reconsider... [Regarding
Stanislav [Sokolov A. V.] I would ask you to tell me who he is, how and what. For my part, I would highly recommend *Malayanets as an agent, who showed in Odessa and in the southern bureau outstanding organizational
abilities, according to everyone, having set up excellent lively work. He
was the soul of all the local work,—this was reported by a number of Odessa residents, not even always inclined to "hard-liners." Finally, he is an extremely
principled man.]

Regarding Plekhanov, I am extremely surprised that you bypassed
in silence the question, raised here with Winter **) [L. B. Krasin]
2). Are we entitled to appoint a person as a representative
of the Party who does not wish to join the Party and recognize the 3rd Congress? After all, he has now stated in print that he does not consider the 3rd Congress
legitimate and will be a representative only of both factions. Here, a number of comrades indicated even then, when
Winter **) [L. B. Krasin] was here, that by appointing Plekhanov,
we will only spoil and finally ruin him. I was initially for Plekhanov, but now I see that it is impossible to appoint him without
conditions. Just imagine concretely what it means to have a person as a representative in the Bureau with whom no one
talks, who cannot be forced to "represent"
