The Party recognises at the present time that such a means of political struggle as terror is tactically inexpedient, and recommends to all committees, groups and circles of revolutionaries to direct all efforts towards creating a strong all-Russian organisation of revolutionaries, capable of steadily continuing, expanding and deepening agitation against the autocratic government not only among the working class but also among all strata of the people — agitation by means of the spoken and printed word, manifestations, demonstrations, boycott of tsarist servants of every kind, etc., etc. The Party sets as its immediate practical task — the preparation of a nationwide
