Dear Comrades! We have just received news that SPeter6[urg], Tula, Moscow, the North, Nizhny, the Caucasus, Odessa**) have joined the congress — of course, others will join as well. They say the Central Committee has declared that it is for a congress 1). Naturally, no one believes it now; everyone says let it come to the congress, everyone is invited, but the bureau is convening the congress and only the bureau. It is hardly worth talking about why no trust remains in the Central Committee (and the completely isolated individual voices in its favor were immediately taken back). Everyone understands that the Central Committee is only deceiving and diplomacizing.
It is extremely important to begin preparing for the congress immediately and to involve all circles, district, propaganda, factory, in this matter in the most energetic way, in a word, everyone and especially the workers. In JSI? 8 Vpered (it comes out today) we also talk about this 2). The participation of workers in the congress would be extremely useful* (In our opinion, they should be admitted with a deliberative] vote in the most liberal way. The question, therefore, is only about money. Agitate more widely: we are sure that there will be workers who will collect 150 — 200 rubles for a delegate, and there will also be special donors among the intelligentsia for such purposes.) The questions at the congress are important: organization, relationship to the periphery, uprising, arming the workers, (founding dynamite workshops), agreement with the socialists-revolutionaries for an uprising, support for the revolutionary peasant movement, and many others. Reports on work among the troops, among the peasants are extremely important. Use as much as possible connections with officers, students, etc. for the congress. At the congress, it is proposed to replace § 1 of the charter, the March one, with Lenin's one, with the expansion of the rights of party organizations, as well as organizations affiliated with the party. Very many of the elements of revolutionary democracy will fit here. Let everyone and each actively prepare for the congress.

*) In No. 8 of "Vpered" dated 28 (15) February 1905, the following message compiled by M. S. Olminsky is given in the "From the Party" section: "From the editors. We have just received a message that can be understood as the Central Committee's agreement to an immediate congress. In no case vouching for the reliability of this news for the time being, we nevertheless consider it plausible. For many months, the Central Committee fought against the congress, disbanding organizations, boycotting and disorganizing committees that spoke out in favor of the congress. Such tactics have failed. Now, guided by its rule "expediency is everything, formality is nothing," the Central Committee, for the sake of "expediency" (i.e., to prevent the congress), is ready to formally declare a hundred times that it is in favor of the immediate convocation of the congress." Lenin made the following addition to Olminsky's text: "We hope that neither the Bureau nor the local committees will allow themselves to be deceived by the tricks of the party "Shidlovsky commission"."
!) No. 8 of "Vpered" contains an appeal from the Bureau of Committees of the Majority on the convocation of the 3rd Congress. In the afterword to it from the editorial office, an approximate agenda of the congress is proposed and an invitation to help the congress with their experience and their opinion, by collecting material on the ground.
