Taking into consideration:
1) that the proletariat, being by its position the most advanced and the only consistently revolutionary class, is thereby called upon to play a leading role in the all-democratic revolutionary movement of Russia;
2) that this movement at the present moment has already led to the necessity of an armed uprising;
3) that the proletariat will inevitably take the most energetic part in this uprising, which will determine the fate of the revolution in Russia;
4) that the proletariat can play a leading role in this revolution only by being united into a single and independent political force under the banner of the Social-Democratic Labour Party, guiding not only ideologically, but also practically its struggle;
5) that only the fulfillment of such a role can secure for the proletariat the most advantageous conditions for the struggle for socialism against the propertied classes of bourgeois-democratic Russia,—
The III Congress of the R.S-D. L.P. recognizes that the task of organizing the proletariat for the direct struggle against the autocracy by means of armed uprising is one of the most important and urgent tasks of the Party in the present revolutionary moment.
Therefore, the Congress instructs all party organizations:
a) to clarify to the proletariat through propaganda and agitation not only the political significance, but also the practical-organizational side of the upcoming armed uprising;
b) to clarify in this propaganda and agitation the role of mass political strikes, which can be of great importance at the beginning and during the uprising itself;
c) to take the most energetic measures to arm the proletariat, as well as to develop a plan for an armed uprising and direct leadership thereof, creating for this purpose, as necessary, special groups from party workers.
