I completely disagree with comrade Martov. It would be desirable to establish for all Council sessions the rule that was adopted regarding the minutes of the previous session{145}. The conditions of conspiracy would hardly be able to prevent such publication, and it would be very important for party members to know what is happening in the highest party institution, what opinions both sides hold there.

I am very surprised that comrade Glebov raised the question of the decision that took place at the previous session and proposes to reconsider it now. In my opinion, such reconsideration is inadmissible both formally and morally.

To this point, a decision on their publication in the Central Committee has not yet been made, and I am defending only the right of the Central Committee to make such a decision when it deems it necessary{146}.
