I would like to ask for clarification on whether it is advisable to send delegates—both from the Council and from individual organizations. Are there comparable examples in the practice of other countries at previous congresses? It seems to me that this mode of representation, both in principle and in practice—from a financial, technical, and other perspectives—presents certain drawbacks. Would it not be better if the Council were to represent us there in corpore[186]? I cannot imagine that we could be outvoted. After all, our party cannot simply be deprived of its voice!

Since Comrade Plekhanov has stated that we will not be able to secure separate representation for the Party at the Congress, and since sending a large number of delegates to the Congress would be extremely costly—and even then we would still be unable to match the Buddhists in this regard—it would be more noble if the Party were represented at the Congress solely by the Council.

Moreover, it is unlikely that we will have time to coordinate with all organizations in order to obtain their mandates{134}. In light of this, I propose that the Council, without engaging in direct consultations with individual organizations, should, when necessary, be permitted to represent each organization individually…
