Plekhanov declared that if the success of the revolution required temporarily restricting the operation of some democratic principle, it would be criminal to recoil from such restriction. He noted that a case was possible where social democrats would speak out against universal suffrage in order to restrict the political rights of exploiting classes.

Mandelberg (Byulov, according to the congress records – Posadovsky) voted, since the records of the II Congress of the RSDLP had not yet been published at that time. In fact, in the roll-call vote in question here, Mandelberg voted against Lenin's proposal. In total, 25 votes were cast for Lenin's proposal, 26 against. In the book "One Step Forward, Two Steps Back," written after the publication of the records of the II Congress of the Party, Lenin, examining this roll-call vote, indicates that Posadovsky voted with the anti-Iskraists (see present volume, p. 216).

Significance of the incident: to undermine "Iskra."
