STATEMENT OF THE GROUP OF INITIATORS WHO ESTABLISHED
THE RSDLP LIBRARY IN GENEVA.
[End of 1904 or beginning of 1905]1
The group of initiators who established the R. S. D. R. P. library in Geneva, unanimously resolved to transfer the library to the "Bureau of Committees of the Majority" [for a report] for the general management of the library's affairs pending a decision to be made regarding it by the Third Party Congress.
1 On the origin and subsequent fate of the library, see the article by
V. Bonch-Bruevich "The RSDLP Library and Archive in Geneva" in № 3 (48)
of "Krasnaya Letopis" for 1932, the "Statement" from the "Library and Archive" see
in №№ 2 and 3 of "Vperyod," "From the Report of the Library and Archive" in № 12 of "Proletary" for 1905. In "Iskra" № 77 of November 18 (5), 1904, a sharp attack was made against the library and archive. About this performance of "Iskra"
see Lenin's "Statement and Documents on the Break of the Central Institutions
with the Party" (Works VI, pp. 380-381).

CONFERENCE OF COMMITTEES.

Recently, three conferences of local committees of our party were held: 1) four Caucasian, 2) three Southern (Odessa,
Ekaterinoslav, Nikolaev) and 3) six Northern (St.
Petersburg, Moscow, Tver, Riga, Northern and Nizhny
Novgorod). We hope to [report] provide detailed information soon
data on these conferences. Now, let us confine ourselves to reporting
that all three conferences categorically spoke out for immediate convocation of the 3rd Party Congress and in support of the literary
group of Lenin.

NOTE ON THE RESOLUTIONS OF THE CONFERENCE OF NORTHERN
COMMITTEES1
[Before January 14, 1905]
The conference obviously has in mind the famous plan of Iskra, set forth in its "Letter to Party Organizations"
and adopted by the new so-called Central Committee.
This plan, proposing agreements with the zemstvo representatives on not creating panic fear, is discussed in N. Lenin's pamphlet: "The Zemstvo Campaign and the Iskra Plan" *.
1 The note is given to the following place from the resolution of the conference
on the central institutions of the party: "The Central Institutions did not
appeared as political leaders of the Party at the important historical moment
Russia is experiencing. The belated attempt by the Central
Institutions to head the Party, expressed in the "new plan" of the CO
and the Central Committee, the conference recognizes as extremely unsuccessful and cannot agree with
the tactics recommended by the Central Institutions." The resolutions
were printed in №
2 "Vperyod" of January 14, 1905.
