**EDITORIAL NOTE.** The conclusion reached by our Petersburg comrade is entirely in accord with our conclusion in the article: "It is Time to Finish" (No. 1 of *Vperyod*)**. The Mensheviks have fully demonstrated their complete unwillingness to work together, submitting to the majority, and now, after the disorganization of the institutions created by the Second Congress, they have wrecked the Third Congress; the party has no other means of struggle except rupture. The sooner and more complete this rupture with the disorganizers, the***.

**EDITORIAL NOTE.** The conclusions of our Petersburg comrade fully confirm the correctness of our determination ("*Vperyod*" No. 1, "It is Time to Finish")**. We urge all committees and organizations of the majority to remove the disorganizers more swiftly and decisively, so that we can get down to work instead of squabbles.

TO N. F. NASIMOVICH

Comrade Dirks! Please tell Vl. Dm. Bonch-Bruyevich that it is necessary to publish immediately the party program as a separate pamphlet with a cover, a list of publications, the address of the expedition, etc., and to matrix it.

Before doing this, I ask you most earnestly to go through it once more, the two of you, carefully, to see if there are the slightest misprints. Compare it with the protocols of the II Congress.

The price of this pamphlet must be set both retail and wholesale (100 copies, 1,000 copies) 560.

It contains, in particular, articles by Plekhanov on Tolstoy and on Italian opportunism (compared with our liquidators), my article on the statistics of strikes during the Russian revolution*, an article by Rozhkov on the new agrarian policy of Russian counter-revolution, etc. No. 2 will appear in a few days. We would be extremely grateful to you if you would write something for us — even, for example, on the neutrality and against the neutrality of trade unions. This question is being discussed or touched upon again among us, and perhaps it would suit you if you were to develop in somewhat greater detail what you wrote about Legien in *Neue Zeit*. It goes without saying that we would be delighted with any article of yours on any subject 562.

At the same time I am sending you by mail my article against Martov and Trotsky — not for publication, but to ask your advice. Karsky has already replied to Mar-
