To the Central Organ of the Russ. SDP
24/VIII. 04.

Dear Comrades! Being quite far from Geneva, I only learned today about the editorial board's intention to publish a "declaration" allegedly adopted by the Central Committee.

I consider it my duty to warn the editorial board of the Central Organ that on 18. VIII. 04, I protested against the legality of this declaration*, i.e., against the legality of the decision allegedly adopted by the majority of the CC on this matter.

Currently, there are six members of the CC (due to the resignation of Comrade Mitrofan and the recent, if the rumor is true, arrest of Zverev and Vasiliev).

According to my information, it even seems likely that only three out of the six members took upon themselves the audacity to speak for the entire CC and even not through the two foreign representatives, bound by the formal agreement of 26. V. 04 (this agreement was signed by Glebov, Zverev, and myself).

Enclosing a copy of my statement from 18. VIII. 04, I must declare that the responsibility for bringing the entire incident and conflict into the press will fall on the editorial board of the Central Organ if the "declaration" is published before the resolution of the matter within the CC regarding my protest against the validity of the resolution.

P.S. In any case, I would consider it absolutely mandatory to delay the publication of the "declaration" until my decisive discussion with Comrade Glebov, who, according to my information, is leaving Berlin for Geneva today. Even as a CC member, I am unaware of any CC resolution to publish this declaration in general.

If, nevertheless, the editorial board decides to publish the declaration, I consider the editorial board morally obliged to also publish my protest against its legality.
