represent our party at the congress. 272 Thus this question is resolved. If any
member of the Council cannot travel, then, in my opinion, he may appoint a substitute: I do not
know, of course, whether such substitution is permissible according to the customs of international congresses,
but in our party's rules and in its customary law I know of no obstacles to such substitution. I personally also cannot travel and would like to appoint as my substitute the CC representative
Comrade Lyadov and member of the Moscow Committee Comrade Sergei Petrovich.
