V. MATERIALS FOR THE PREPARATION OF THE CONGRESS.

TO THE DRAFT "NOTIFICATION OF THE FORMATION
OF THE ORGANIZATIONAL COMMITTEE".
[First half of December 1904]
In a letter to A. A. Bogdanov and S. I. Gusev dated 44 February
4905 (p. 454), Lenin wrote: "Two months ago, I sent my draft to all members of the bureau." He is referring to the draft "Notification of the Formation of the Organizational Committee" for convening the 3rd Party Congress. In Lenin's papers, both the draft of this notification itself (document "6u>") and a preliminary draft of the theses (document "a a>"), written in Lenin's hand, have been preserved.
Based on the above-cited words of Lenin about sending his draft of the notification to the members of the B.B.B., the documents below should be attributed, based on the time they were written, to the first half of December 4904.

NOTIFICATION OF THE FORMATION OF THE ORGANIZATIONAL
COMMITTEE.
1) [2] Rupture of the centers with the party.
2) Election [bureau] of aut[horized representati]ves by northern, southern and Caucasian conferences.
The Northern bureau acts, according to the dec[ision of the conference, as the Organizational Committee, whereupon it enters into agreement] with the Caucasian] and
Southern authorized representatives].
3) The Organizational Committee convenes the 3rd regular congress of the Russian] Social Democratic W[orkers']

NOTIFICATION OF THE FORMATION OF THE O.C.
Party, apart from the consent of the party-accountable and evaded *)
from responsibility to the party centers.
4) The Organizational Committee recognizes the unconditional right
to participate in the congress 1) for all [Russian] Russian committees and organizations that took part in the
2nd congress and were approved mi
[and expresses the wish that the following also participate in the congress] 2) for the [[committees] Russian committees approved by the Central] Committee] and the Soviet before May 1904, i.e.
the committees; Mingrelian, Astrakhan, Samara, on the condition that
their effectiveness will be recognized by neighboring committees (2 neighboring
and the 3rd from the Organizational] Committee.]
5) The Organizational Committee also recognizes the right to participate in the congress for Russian committees, approved by the
Central Committee] and the Soviet before V 1904 (i.e. the committees
Mingrelian, Astrakhan, Orl[ov -]Bryansk, Samara, Smolensk], Riga [and] Kur[sk and]
Voronezh]), whereby, however, in case of dispute by no fewer than 3
Russian committees of the right to participate of these new c[ommi-
tte]es, it refers the question to the decision of the 3rd Congress.
6) and permits itself, on behalf of the majority of Russian c[ommi-
tte]es to express the wish that all organizations (о с о <Г [enno] working) that consider themselves belonging to the Russian] Social-Democratic W[orkers']
Party [on con.] all, both foreign] and Russian, organizations of the Russian] Social-Democratic W[orkers'] P[ar-
ty] and especially all working organizations that consider themselves
belonging to the Russian] Social-Democratic W[orkers'] Party.
7) [Conditions] The Organizational Committee therefore invites
all those wishing to participate in the congress to immediately respond and get in touch with it.
8) The terms of invitation to the congress will be determined
by the decision of the 2 nearest committees and an arbitrator from the Organizational] Committee.
