In fulfillment of the resolution of the spring conference (1902) of the Russian Social-Democratic Labour Party{47} the Organizational Committee proposes to the League of Russian Revolutionary Social-Democracy{48}, the Foreign "Union of Russian Social-Democrats"{49} and the Foreign Committee of the Bund{50} to form a foreign branch of the Organizational Committee of the Russian Social-Democratic Labour Party.

The functions of this foreign branch of the Russian Organizational Committee should consist of the following:

1) working out the question of the representation of foreign social-democratic organizations at the congress. The final decision of this question depends on the Russian Organizational Committee and then on the congress itself; 2) assistance from abroad in organizing the congress (for example, funds, passports, etc.) and 3) preparation for the unification of foreign social-democratic organizations, which is so urgently necessary in the interests of the Party and the entire social-democratic labour movement in Russia.
