## The Bund's Withdrawal

The Congress regards the refusal of the Bund's delegates to submit to the decision of the Congress majority as the Bund's withdrawal from the RSDLP{125}.

The Congress deeply regrets this step, which, in its conviction, represents a major political error on the part of the present leaders of the "Jewish Workers' Union"—an error that must inevitably have a harmful effect on the interests of the Jewish proletariat and the workers' movement. The Congress recognizes the arguments by which the Bund's delegates justify their step as, in a practical sense, entirely unfounded anxieties and suspicions regarding the insincerity and inconsistency of social-democratic convictions among Russian social-democrats, and in a theoretical sense, as the result of the lamentable penetration of nationalism into the social-democratic movement of the Bund.

The Congress expresses the wish and firm conviction of the necessity for complete and the closest unity of the Jewish and Russian workers' movements in Russia—a unity not only of principle but also organizational—and resolves to undertake all measures to ensure that the Jewish proletariat is thoroughly acquainted both with the present resolution of the Congress and generally with the attitude of Russian social-democracy toward every national movement.
