One hour is not enough for my report. I could, of course, compress it, but I think that would not be in the interests of the assembly. I ask the chairman to address the congress to ascertain its opinion. Will it grant me additional time, or should I reduce my presentation?

The League selected two delegates. Comrade Martov has relinquished his mandate, and now I am the sole legitimate delegate. If all time restrictions on speakers have been removed, then I do not understand what sense Martov's proposal{27} has. Many of those who were at the congress are present here, and I think there will be not just one counter-report, but a whole series of them.
