The Congress recognizes the absolute and urgent necessity of creating a broad, popular Social-Democratic literature for all strata of the population, and especially for the masses of the working class.

The Congress places at the forefront the preparation of a series of pamphlets (of 1–5 printed sheets) on each (theoretical and practical) point of our party program, with a detailed exposition and explanation of the significance of this point, and then a series of leaflets (1–8 printed pages) on the same topics for mass distribution and dissemination in cities and in the countryside. The Congress entrusts the Central Organ's editorial board to immediately take all measures to carry out this task.

Regarding the publication of a special, popular newspaper for the people or for the broad strata of the working class, the Congress, while not rejecting this plan in principle, deems its immediate implementation untimely.
